Rationale or irrationale?

A late meeting called by my boss with the other rest of colleagues.
We all sat down and talk about what projects and who to lead the projects.
Then came, one topic of asking my guy from my mechanical department to lead a project (the project is mainly on software). I told my boss this is not suitable, as my rationale is finding the correct resources to do the job effectively & efficiently.
He did not agree with me. However, he raised his voice, and say that his rationale is job career development. I make my sound and views, I close my case, and told him "You are the boss, I do as what you instructed".

After a while, another topic sets in. I was told to take in a guy from Logistic shipping department. He told me his background is mechanical engineering and he firmly stressed that he is not suitable in Logistic shipping department. I am dumbfolded. The early rationale, I had made my point to him of finding the right person to do the job, was rejected by him, and now he uses my rationale to justify a transfer of a Logistic guy to me. Wow, what a speed of light of mind change!
